文部科学省科学技術学術審議会研究計画・評価分科会のライフサイエンス委員会は、2012年8月15日の会合で、2013年度予算を概算要求するバイオ関連の研究プロジェクトの内容を事前評価として検討できなかった。例年、財務省が8月上旬には提示している概算要求基準が2012年はまだ出ていないためだ。
