米下院エネルギー・商業委員会は2013年7月24日、傘下のエネルギー・パワーに関する小委員会が再生可能燃料基準（RFS：Renewable Fuel Standard）について「Overview of the RFS：Stakeholder Perspectives」というテーマで16名のステークホルダーから意見を聴く、2日間にわたるヒアリングを終了したと発表した（関連記事）。

気象庁によると、今年は東南アジア周辺の海面水温が高い。そのため暖められた大気が多く上昇して北に流れ、同じ高さで吹く偏西風を北に押す見込みだ。
見込み通りになれば、（１）偏西風がずれた分、チベット高気圧が北東に張り出す（２）高気圧の縁には時計回りの渦ができるため、日本付近の偏西風の流れと打ち消しあう（３）偏西風が弱まり、太平洋高気圧が平年より北に張り出し、列島が広く覆われることになる。
九州から近畿にかけては、特に高気圧の勢力が強まって暑くなる見込み。
