日本は超高齢社会に突入し、65歳人口はすでに20％を突破している。現在の推計（中位）では、今世紀半ばには人口は8657万人に減少し、さらに65歳以上の人口は40％を占めるようになる。労働人口が減り、高齢者ばかりになれば、当然、国の国際競争力は低下する。そのため、労働人口を増やすための政策というのは先進各国の共通課題となっている。

イタリアBeta Renewables社は2013年10月9日、非食用バイオマスからバイオエタノールを生産する世界初の商業規模バイオリファイナリーがイタリアCrescentinoで正式にオープンしたと発表した。開所式典にはFlavio Zanonato経済発展大臣やCrescentino市長など地元自治体の関係者も参列した。CrescentinoバイオリファイナリーはBeta Renewables社が所有するもので、同社はイタリアMossi Ghisolfi Group傘下のエンジニアリング企業Biochemtex社と米ファンドTexas Pacific Group（TPG）、およびデンマークNovozymes社とのジョイントベンチャー企業である。
