改正個人情報保護法（改正個情法）が、2017年5月30日に全面施行される（関連記事）。改正個情法では、個人情報の定義が明確化され、ゲノムデータなどは個人識別符号に位置づけられ、個人情報に当たることになった。また、病歴や健康診断結果等、差別につながりかねない記述を組み合わせた情報は、要配慮個人情報であると新たに定義し、個人情報のみよりも扱いを厳しくなる。要配慮個人情報の取得や第三者提供の際は、本人の同意を得ることを原則義務化。ウェブサイト等で提供先や提供内容、利用目的などを対象者へ通知・公開、対象者の求めに応じ提供を停止する拒否機会を保障するオプトアウトにより、本人の同意無しに第三者提供することが禁止される。改正個情法は、医学研究にどのような影響をもたらすのだろうか――。2016年12月20日、国立循環器病センター医学倫理研究部の松井健志部長に聞いた。
